How long would it take to modify the Hero Engine to develop a game with similar features to Darkfall?

1-2 years? And you could probably finish the artwork in that time, as well as world building, NPC dialog, quest design, and so forth.

I'm saying 2.5 years with Hero Engine, and you can make Darkfall clone if you start today.

Sound reasonable?

Are you saying you think Bioware is making a game like Darkfall?

By the time Hero engine was available DArkFall had already build his own from scratch...

The Hero engine should be more then capable without major modification to do everything that Darkfall is doing.  Darkfall isn't doing anything techincally out there from a standard MMO.

You wont' see Darkfall mods coming out of the Hero Engine..unless a Modder has alot of time on his hands and a whole lot of cash.  The Hero Engine is not a cheap shoddy free MMO maker its a professional tool.

I was not talkikng about "modding" like modding Oblivion, which many people do as a hobby.

I was talking about using an existing Engine, and them making changes on it that are specific for thre game you are developing.

For examle, the Vanguard developers modified the Unreal Engine to make that game. But they are not "modders" working on a hobby game.

I don't think the Hero Engine comes complete with the ability to implement all Darkfall Features. I think you could probably script the skill system, no problem.

However, territory control and naval battles would probably require some source code modification.

Heck you can even do it sooner than that with rapid development software, you just need time, developers and some funding;

None of those engines will do EXACTLY what you want in features that would be comparable to the feature list on the Darkfall site. I think they would all require extensive additional coding and modifications, but that's not like writing an engine from scratch.

Then there's content to create, like models, and those take a long time, testing, debugging, balancing, and all the scripting that would need to be done for an entire world.

I'm thinking 2.5 years no problem, 2 years maybe, under that is unrealistic.

Out of that list, your best bet would be Big World Tech. They used it to make Dark and Light. DnL was a piece of crap, but it wasn't because of problems with the Engine, just really poor game design, and utter lack of content.
