 I personally would like it if NPC's had to follow the same endurance rules as players did

Their powers frequently(like 97.44%)do not cost them any endurance. So Heroes and Villains with endurance side effects don't really effect them that much

I thought this was going to be about the random citizens who walk through walls and across rooms 10 feet in the air.
