Yea, http://www.gamesforwindows.com/en-US/AboutGFW/Pages/DirectX10-a.aspx has a broken link to DX 10. Anyone know how I can upgrade?

DX10 is included with Vista.  There is no official way to get it without "upgrading" Windows.

Agreed with the above poster, think you have to have vista, which should automatically come with DX10
