Yes, as you need to do level 70 quests to Unlock the character...
surely you know this?

Brothers still playing the game with his GF and using my account. Still got the infamous stalker precu weapons
(and yes they still Hurt )

You do know there is an exploit that players can use to take a keep with only just 5 people.
